Specs on boat - is depth taken loaded with fuel and water or empty?

I was wondering if the published spec are dry or loaded with fuel and water? Also, how much would the boat lower in the water if full of fuel. Our boats draft is 36 inches , displaces 26,500 dry and hold 300 gallons of gas or about 1,800lbs
 
They measure the draft dry. My friend with a 560DB had to have 13" added to the bottom paint and had his platform raised a few inches. Moving to fresh water, installing a huge inverter bank aft, a large toolbox, loading it up to live aboard for 2 really lifted the bow and dropped the stern! His specs called for his draft at 4' 6" but he has a measured draft of 5' 7" now to the props. It's a great idea to mark your water line before pulling the boat and measure your actual draft. I read my depth finder and try not to adjust for the transponder location anyway. The delta has many very shallow areas and the curents sometimes move them.
