Throttle holding at low speeds

Forgive me if this is a stupid question, but should I have to hold the throttle in position for the first few low idle speeds, and then it stay automatically once I am going a little faster, usually once a wake is created? Or should I be able to push and have it hold by itself at all speeds? Thanks!
 
It should hold at all speeds. Look for a tension adjustment at the throttle handle since it sounds like its too loose.
