The Corp of Engineers and the DEQ get involved with issuing permits for new construction and that is about what you would expect when dealing with government departments. Lots of forms to fill out but doable. Once you have something approved (4-5 months;fees not too high, but adding no value), you are good to go for any needed repairs. For example, when we needed to replace that broken piling, I just called a marine contractor I've used over many years, and he came right over. The old piling stump was removed and a new treated piling was installed without any discussions with the Corp or DEQ. Time to fix from the incident to a new piling was maybe 2 weeks. We have good contractors in the area, and competitive pricing. That makes the property a better deal for a boater. Is it a hassle to get approval to build a dock now?
