Waste water is overflowing from cap on deck.

Waste water is overflowing from cap on deck. Tank is only 1/4 full. Cap is very tight and difficult to remove by hand. Anyone know why this is happening? My boat is a 2007 Sea Ray 290 Sundancer.
 
What the gauge says, and the actual level in the tank -- may be two different things. Sometimes the sender unit in the tank gets gummed up with, well you know, and sticks, and no longer works properly. Shining a flashlight on the side of the tank to verify might be step one.

It's can also be that the vent line from the tank is clogged. Putting waste into the tank, requires air to come out. If the vent line is clogged -- air (err - stuff) can come out of the deck fitting when you flush. You most likely also have a [fart] filter inline (charcoal) - and if you overfill the tank once, the waste gets pumped up through the vent line first, into the filter, getting it wet and clogging it up -- requiring replacement.

It could also be everything at once -- full tank, fouled sender unit, and clogged vent line/filter.
 
^^ Good point. I had a tank once that would say 1/2 full when it was actually full. Get a pump out ASAP and change the filter, and make sure the vent is not clogged.

Thanks for the reply. I checked the tank with a flash light. It's between 1/4 & 1/2 full. I already ordered the filter. It gets in today. I will try heading to the marina tomorrow sometimes and replace. Thanks again!

Verify your tank level first - if full (or near) then pump out before putting the new filter in otherwise you will just foul the new one right away.

Your tank is not venting as it fills from the toilets and pumps. It probably looks like an inflated balloon. Consequently, it is pressurizing and when the pumpout cap is removed guess what comes out?
This. Your tank is "burping" when the waste cap is removed.

When you replace the filter, you'll want to verify that both sides of the filter (lines/fittings) are clear. Bring some towels.
