I'm wondering what the stainless assembly is that is attached to the out drives. Maybe it is some voodoo anti corrosion system?The boxes are on the back of a Formula what are they for. They are no mufflers since they are fully sealed.

Yup - like Scof said. Very simple design - water is forced into the tubes as the boat moves and there are holes at the top where the water sprays back out onto the drive to cool it. I honestly have no idea what those boxes are. I initially thought they were flotation pods to get the boat more level at rest - but it really wouldn't add much compared to the size/weight of the boat (plus they're not completely below the waterline). I can't imagine what "extra clearance" would be needed on the inside of the bilge (protruding through the transom)? Maybe some type of steering system where the arms extend aft?
