Breakers on console are trashed, replacing them with blade fuses. Manual says ignition takes a 10 amp breaker, but wire is 10 gauge. Is 10 amp correct?
 
A 1998 260 OV (in your signature) has a fuse box under the dash. The only thing on the dash would be the rocker switches - there are no breakers on the dash. The ignition is a regular key (no direct fuse at the helm). The main DC fuse panel gets it's power from the engine-mounted breaker - and that wire would be a 10g. But that main wire feeds the entire fuse panel - which means if there was an issue, the entire fusel panel would be dead.

Either your boat is not a 1998 as your signature says... you're not explaining things correctly... or a previous owner has had his way with your boat. Regardless, it would be hard to help based on the info provided.

That said, a smaller fuse can be used on a larger gauge wire, but never the other way around.
