new slip that has two pulleys and no line, how to hook up weighted spring line information? How much weight?

I’ve rented a new slip that has two pulleys at the top of the second set of polls but no line.
I have a 6500lb 25 foot sea ray Sundancer. I want to keep the stern off of the bulkhead and I have no idea how to set this weighted Springline set up up?
How do you calculate the counter weight to use? would a 30 pound cement block work?
The tides I guess approximate 3 foot around here…
Do you set the weight at low tide or High on the bay floor? It’s a small pulley only maybe 3 inches.

Usually a line back to the bulkhead or dock with loops at the appropriate locations to hold the boat. As far as the weight goes, a cement block is a bad idea. Although people use them, they can swing and hit the boat. I use to make the weight out of PVC pipe and fill with hydraulic cement. The heavier the better, your trying to keep the boat centered in bad weather as well.
