Through hull on macerator stopped up, blocked or failed through valve

The waste tank dump valve has either broken loose from the valve handle which doesn't feel like it or some blockage seems to be there. Macerator works fine, push and builds enough pressure on the outside of the pump that it loads up and kicks the breaker.

Next step disconnect the discharge hose from pump place plastic garbage bag and hit the switch and pumps fine and the Sh-t flows.

Next step, disconnect discharge hose from through hull fitting, run snake through hose and no blockage in the hose system.

Next step, insert snake into 90 degree long radius metal Elliott connecting to through hull fitting and no blockage detected but the valve is closed for obvious reason.

Next step put plastic trash bag on discharge valve and slowly crack the through hull valve to see if and blockage or water comes in through the through hull fitting and get nothing. Not a drop of water or anything else coming back into the boat through the through hull valve. Do not think there is any checkvalve built into the through hull fitting. Don't see any evidence of check valve any where at the through hull fitting. Why no water coming into boat through this valve? Boat came out of Maryland headed to the keys and Bahamas so what gives.

my next step is to have the boat hauled and see what we can find related to the through hull not allowing waste out or sea water in. Am I missing something, is there a check valve built in the valve that we can't see?

52 Sedan Bridge boat. If ya know something please say soas I'm stumped right now?
