Anyone know why I start losing RPM'S at the same time white smoke comes from exhaust.

Have you had any recent service done? Have you ever had the top end reset? How many hours are on them? Could be coolant getting into the exhaust but that doesn't really relate to the RPM loss. I imagine you will get a few very knowledgable responses in the AM. It's kind of late on the East Coast.
 
White smoke is indicative of steam in the exhaust. The cause could be anything from an exhaust leak and water getting into the turbo, to a blown head gasket to a leaking after cooler. Water in a diesel usually doesn't end pretty or cheaply and the more you run the engine, the worse the damage. My advice is to get a Caterpillar technician down to the boat before you start the engine again because you shouldn't rely on a forum diagnosis from 2500 miles away and because everything I mentioned is probably well beyond the average boater's do-it-yourself ability/experience level.
